You should be on LinkedIn if your EdTech product is:

For that Head of L&D, you can create a campaign that *only* shows ads to people with the title "Head of Learning & Development" or "Chief Learning Officer" at UK companies in the "Technology, Information and Media" sector with 500-5,000 employees. That level of precision is impossible on Meta.
