You should be optimising for Purchases from the beginning, not Add to Carts. You're telling the algorithm to find people who are likely to add a product to their cart, and it's doing that job perfectly. The problem is, people who add to cart aren't always people who buy. You need to tell it to find the buyers.
The fact you're getting Add to Carts but no sales tells you the ads are working to get people interested, but something is breaking after that point. You need to analyse your checkout process.
- Are your shipping costs a surprise and too high? This is the number one reason for abandoned carts.
- Is your checkout process long and complicated?
- Does your store look trustworthy enough for someone to actually put their card details in? Lack of reviews, poor design, or no clear returns policy can all kill sales.
With a €10 daily budget, it'll take a while for the algorithm to get enough data to optimise properly for purchases, so you'll need to be patient. But you're much better off getting one purchase every few days than 10 Add to Carts that go nowhere.

It'll take a bit longer to see results with a small budget optimising for purchases, but you'll be gathering the right kind of data.
