You probably should refine your targeting
I'd also consider what time of year it is. I know it sounds obvious, but you need to really consider all elements. If its the winter for example, people probably won't be looking to buy property as much as they would be in the summer. Your services will always be in demand, but less so over the winter months for example. I'd consider waiting until a peak season if your campaigns aren't working now, to see if that makes a difference.
I'd also look at the area you're targeting. Are you targeting the right areas on Long Island? Are there any particularly affluent areas that would be worth focusing on? Are there any up and coming areas where people are looking to buy property? If you're not targeting these properly, then you're missing out on potential custom, and probably wasting money on areas that aren't worth it.

With PPC, a lot will depend on your offer, and that you are targeting the right people at the right time. To get people interested, you need a landing page with copy that really sells your company and gets people calling you up. Then you need to decide on the right keywords and ad platforms which would be Google Ads in this case.
