It takes time to test different ad creatives, refine targeting, and optimise your website. Don't get discouraged too soon. It's also worth considering that your website is in both Dutch and Belgium, have you created campaigns tailored for these two markets? I'd suggest you segment them to give you more control and insights for each.
I'd recommend to give it another month to see if you can tweak anything to make the results better. If after this point you're still struggling, I'd say it's time to pull the plug.
I remember one client, we had to go back and rewrite their website copy and retake their product photos before ads would work for them. They thought the ads were the problem when in actual fact, it was the products themselves!
Consider running ads on a different platform
Google Ads isn't the only platform you should use, there are plenty of other solutions to get you the sales you want. I would suggest you analyse which keywords have been used to find your website and make purchases to give you a clearer idea of what to target going forward. You may find that these are different from what you thought, I've seen this happen multiple times before.
You need to test different campaign types. E.g. with search ads, you can target people searching for the different types of products that you offer. With PMax, you get some display placements as well. Display and social media ads could be a good option to reach people that aren't actively searching. And shopping ads will place your products in the shopping tab which can work well for people searching for specific products.
