Hmm a couple of thoughts here:
First off, congrats on the great results. A $20 CPA with 3x ROAS is solid.
To answer your main question, I would strongly advise against shutting off a winning campaign and relauncing it with a higher budget. You risk sending the campaign back into the learning phase and there's absolutly no guarantee it'll perform the same way again. You could kill your golden goose.
Instead of a hard reset, you should scale the budget on the existing campaign. The safest way is to increase the budget gradually, say 20% every 2-3 days, as long as performance holds up. This gives the algorithm time to adjust without a massive shock.
But scaling isn't just about throwing more money at what works now. You've found a winning creative, which is great, but it'll eventualy fatigue. Your real challenge now is building a system for growth.
-> While this campaign is running, you should be testing new creatives and new audiences in seperate campaigns or ad sets.
-> I'd say your next step is to duplicate the winning ad set and start testing new lookalikes or interest-based audiences with your proven creative.
-> At the same time, work on a pipeline of new ad creatives to test against your winning one. We've had alot of success with UGC-style videos for some of our ecom clients, might be worth a look.
Basically, you've found one winning combination. The goal now is to find more of them, not just to spend more on the one you've got.
Hope that helps!

Don't shut it off and relaunch. You'll reset the learning phase and could permanantly lose the good performance you're seeing. Just gradually increase the budget on the existing campaign by about 20% every few days as long as the ROAS stays stable.
Hope this helps!

Alright a few suggestions here:
Definately do not shut off the campaign to relaunch it. That's a huge risk and you could easily end up with horrible results like you said, as it forces the campaign back into learning.
The better way to scale is to just increase the budget on the campaign that's already working. I'd do it gradually, maybe by 20% every couple of days. Watch your CPA and ROAS, and if they hold steady, you can increase it again. This is a much safer way to scale up spend.
Also, think about your next move. That winning creative won't last forever. You should start testing new creatives and audiences now, while this one is still performing. That way you always have another potential winner ready to go when this one starts to fade.
Hope this helps
