With a budget that small (€4/day) you're much better off targeting specific cities. If you target the whole of Greece, you're asking the algorithm to find customers in a massive audience with almost no money. It'll spread your budget so thin that it'll never gather enough data in one area to learn properly. You'll almost certainly get stuck in 'Learning Limited' and just waste cash.
The algorithm needs a concentrated pool of people to work with, especially on a new account. I'd pick your top 1-3 cities where you think your ideal customers are. Maybe Athens, Thessaloniki, etc. Create one campaign and target just those locations.
This way you're forcing the algorithm to spend your €4 in a much denser area. It'll get feedback and data much quicker and have a far better chance of finding you some conversions. Once you see one city working better than the others, you can think about putting more budget towards it or testing a new one. But you have to start narrow, there is no other way on that budget.

This gives the algorithm a smaller, more focused audience to work with, which will help it learn faster and find the right people for you. You can always expand to other cities later once you've got some good data and found a winning location.
